The reason is simple: government support measures aimed at softening the impact of inflation have been scaled back. As a result, electricity costs, based on an average bill, are expected to increase by \u20ac85\u2013120 per year, and gas costs by \u20ac23\u201361 per year.<\/p>\n<p>Spanish families are trying hard to save in order to cover basic expenses for food and housing, including utilities, but every year this becomes more difficult. Around 36% of households, according to a study by the Consumers and Users Organization (OCU), are barely able to pay their gas, electricity and water bills.<\/p>\n<h2>How much does electricity cost in Spain in 2025?<\/h2>\n<p>Electricity suppliers offer their customers different tariffs. Among the most popular are the flat \u201c24 hours\u201d tariff, the \u201cday\/night\u201d tariff and the \u201c3-period\u201d tariff, which allows you to use three different rates per day. It should be noted that for contracted power each company applies its own prices, from 0,0186 to 0,1641 \u20ac\/kW\u00b7day, and the cost is calculated regardless of actual consumption \u2013 only based on the number of days billed. Actual consumption is taken into account only when calculating the kilowatt-hours recorded by the meter. The regulated gas market in Spain is controlled by the government, public commissions and ministries. They set the price of TUR (Tarifa de \u00daltimo Recurso) \u2013 the regulated tariff for residential consumers. TUR is reviewed every three months (1 January, 1 April, 1 July and 1 October), fixed by the government and published in the Official State Gazette (BOE).<\/p>\n<p>As of June 2025, TUR tariffs are:<\/p>\n<ul>\n<li>for category RL.1: 0,0438 \u20ac\/kWh for actual consumption and \u20ac3,26 per month for the fixed part of the tariff;<\/li>\n<li>for category RL.2: 0,0427 \u20ac\/kWh for actual consumption and also \u20ac3,26 per month for the fixed part of the tariff;<\/li>\n<li>for category RL.3: 0, 03886 \u20ac\/kWh for actual consumption and \u20ac13,37 per month for the fixed part of the tariff.<\/li>\n<\/ul>\n<p>The fixed and variable parts of the tariff should be understood as follows:<\/p>\n<ul>\n<li>The fixed term (t\u00e9rmino fijo) is the amount the customer pays simply for being connected to the gas network, regardless of consumption. This charge is applied daily and may appear on the bill in euros per day (\u20ac\/day) or euros per month (\u20ac\/month).<\/li>\n<li>The variable term (t\u00e9rmino de consumo) reflects the cost of the gas actually used during the billing period.<\/li>\n<li>The TUR tariff is automatically assigned according to the user\u2019s annual consumption. The client does not choose the tariff type; it is determined by the gas supplier, from among the companies authorized by the state, based on consumption volume.<\/li>\n<\/ul>\n<p>There are three types of TUR tariff:<\/p>\n<ul>\n<li>TUR RL.1: for annual consumption up to 5,000 kWh (suitable for homes with a gas hob and\/or water heater);<\/li>\n<li>TUR RL.2: for annual consumption from 5,000 to 15,000 kWh (usually used in homes with gas heating);<\/li>\n<li>TUR RL.3: for annual consumption from 15,000 to 50,000 kWh (suitable for apartment buildings).<\/li>\n<\/ul>\n<p>If annual consumption exceeds 50,000 kWh, the user cannot opt for the TUR tariff and must sign a contract on the free market. Since January 2025, the tax on natural gas has again been 21%.<\/p>\n<p>On the free market, gas suppliers offer two types of tariffs:<\/p>\n<ul>\n<li>Fixed tariff: the price per kWh remains unchanged for the entire duration of the contract, regardless of fluctuations in the kWh cost on the regulated market.<\/li>\n<li>Indexed tariff: the price changes according to the wholesale market and may include a fixed markup or an additional charge depending on consumption.<\/li>\n<\/ul>\n<p>The price on the free market depends on each company and on the level of energy consumption. Fixed gas tariffs guarantee a stable price per kWh throughout the contract term, without fluctuations linked to market conditions. However, dual plans do not allow you to use the regulated tariff, since no discounts or bonuses apply to it. Therefore, dual plans include only free-market tariffs.<\/p>\n<h2>How much does water cost in Spain in 2025?<\/h2>\n<p>Water tariffs in Spain are set by municipalities or water utilities and can vary greatly depending on the region and the type of consumer. Water bills include not only payment for the volume of water actually consumed, but also the standing charge, water treatment, sewerage services, maintenance and repair of the network, as well as taxes and other charges. Two key factors that can significantly affect the final amount on the bill are the pipe diameter (in residential buildings it is usually 13 mm) and water consumption.<\/p>\n<p>Water bills are issued by companies every two or three months. The tariff scale is progressive: the more you consume, the higher the price per cubic metre. Average household water consumption in Spain is 123 l\/day per person, or 3.7 m\u00b3 per month. In the near future, water tariffs in Spain are likely to rise, as current prices do not cover the real cost of providing the service, and the existing infrastructure and networks are highly worn and in need of modernization.<\/p>\n<p>The areas at high risk of drought include Murcia, Andalusia, the Balearic Islands, Catalonia, Ceuta and Melilla. The top 10 Spanish cities with the highest average annual water bill are: Barcelona (\u20ac520), Murcia (\u20ac495), Alicante (\u20ac490), Palma (\u20ac460), Huelva (\u20ac449), Lleida (\u20ac442), Tarragona (\u20ac435), Cadiz (\u20ac434), Bilbao (\u20ac411) and Seville (\u20ac391).
