Le soutien total du PSOE et de tous les partenaires de la coalition de gauche n\u2019a pas suffi \u00e0 l\u2019emporter sur les votes \u00ab contre \u00bb du PP et de Vox, tandis que le PNV et Junts se sont abstenus.<\/p>\n<h2>Initiative de l\u2019ERC et objectifs de la taxe<\/h2>\n<p>Les initiateurs de ce projet de loi affirmaient que le <a href=\"https:\/\/alegria-realestate.com\/fr\/articles\/useful-information\/what-to-know-before-buying-property-in-spain-as-an-investment\" target=\"_blank\" rel=\"noopener noreferrer\">march\u00e9 immobilier espagnol<\/a> \u00e9tait devenu un \u00ab refuge \u00bb pour les investisseurs et que le seul moyen de garantir le droit au logement ne r\u00e9sidait pas dans l\u2019augmentation des volumes de construction, mais dans l\u2019intervention de l\u2019\u00c9tat. Le plan fiscal de l\u2019ERC pour contenir la \u00ab sp\u00e9culation \u00bb visait \u00e0 sanctionner l\u2019accumulation de logements entre les mains de grands propri\u00e9taires au moyen d\u2019un imp\u00f4t suppl\u00e9mentaire sur les propri\u00e9taires, \u00e0 partir du troisi\u00e8me logement.<\/p>\n<h2>Charge fiscale propos\u00e9e<\/h2>\n<p>Ainsi, lors de l\u2019achat d\u2019un troisi\u00e8me bien, il aurait fallu payer, en plus de la TVA, 4\u00a0% du prix de vente, pour le quatri\u00e8me 8\u00a0%, pour le cinqui\u00e8me 12\u00a0% et ensuite 5\u00a0% suppl\u00e9mentaires pour chaque bien immobilier suivant. La proposition pr\u00e9voyait \u00e9galement une r\u00e9duction des <a href=\"https:\/\/alegria-realestate.com\/fr\/articles\/buying-a-home-in-spain-2024\" target=\"_blank\" rel=\"noopener noreferrer\">imp\u00f4ts sur l\u2019achat de logements<\/a> pour les jeunes, la suppression des avantages fiscaux pour les socimis \u2013 des soci\u00e9t\u00e9s cot\u00e9es en bourse sp\u00e9cialis\u00e9es dans <a href=\"https:\/\/alegria-realestate.com\/fr\/service\/investing-in-property-in-spain\" target=\"_blank\" rel=\"noopener noreferrer\">l\u2019investissement immobilier<\/a> \u2013, le rel\u00e8vement de la TVA \u00e0 21\u00a0% sur les appartements touristiques et l\u2019augmentation du taux minimal du taxe fonci\u00e8re (IBI) pour les logements de grands propri\u00e9taires qui ne constituent pas leur r\u00e9sidence principale.<\/p>\n<h2>Position des opposants au projet de loi<\/h2>\n<p>Les opposants \u00e0 ces mesures les ont qualifi\u00e9es de \u00ab populisme fiscal \u00bb qui ne r\u00e9soudra pas le probl\u00e8me de l\u2019acc\u00e8s au logement et qui pourrait, au contraire, r\u00e9duire l\u2019attrait des investissements dans les zones rurales et les zones \u00e0 faible demande.
