Het onevenwicht tussen vraag en aanbod van woningen in Spanje is het grootste probleem voor de woningmarkt en de belangrijkste factor achter de prijsstijgingen. Elk jaar overtreft de vraag naar nieuwbouwwoningen het bouwvolume aanzienlijk, en de meeste prognoses geven aan dat deze trend zich in de nabije toekomst zal voortzetten. De Vereniging van Vastgoedontwikkelaars in Madrid (ASPRIMA) beweert dat het woningtekort in Spanje een recordhoogte heeft bereikt. Ondertussen legt de Bank van Spanje in haar rapport uit dat "het geaccumuleerde verschil tussen 2022 en 2023 tussen de komst van nieuwe huishoudens en de bouw van nieuwe woningen ongeveer 375 duizend bedraagt. Bovendien zal het extra tekort in 2024 en 2025 meer dan 225.000 duizend woningen bedragen, voor een totaal van ongeveer 600 duizend". De woningmarkt is echter niet homogeen en daarom verschillen het gedrag en de ontwikkeling ervan afhankelijk van de geografische regio. Met name het tekort aan nieuwbouwwoningen is bijzonder hoog in die autonome gemeenschappen die een bevolkingsgroei en toeristische activiteit ervaren. Dit geldt met name voor Madrid (een tekort van ongeveer 60.000 woningen), Cataloni\u00eb (55.200), Valencia (40.400) en Andalusi\u00eb (bijna 31.000). Bijzonder opvallend zijn de provincies Madrid, Malaga,<\/a> Alicante,<\/a> Valencia<\/a> en Barcelona, waar meer dan de helft van de nieuwe huishoudens woont. In sommige regio's, zoals Extremadura, wordt echter een evenwicht tussen vraag en aanbod verwacht en zal er zelfs een overschot aan nieuwe woningen zijn. Dit voorspelt de Bank van Spanje voor de twee autonome regio's Castili\u00eb en Le\u00f3n en Asturi\u00eb, waar het aanbod de vraag met ongeveer 4.000 woningen zal overtreffen. Volgens statistieken van het Ministerie van Volkshuisvesting en Stedelijke Zaken (MIVAU) bedraagt het aantal vergunningen voor de bouw van nieuwe woningen in Spanje iets meer dan 100.000 per jaar, vergeleken met meer dan 500.000 die jaarlijks werden geregistreerd tussen 1999 en 2007 (het record werd gebroken in 2006, toen er meer dan 865.000 vergunningen werden afgegeven). Volgens de meest recente beschikbare gegevens werden er tussen januari en februari 2024 bijna 17.250 nieuwe vergunningen afgegeven, een daling van 3,14% op jaarbasis.
