Dit vereist langetermijnplanning en de totstandkoming van een nationale overeenkomst over huurwoningen. De leeftijd van de woningvoorraad in Spanje (80% van de woningen is ouder dan 25 jaar) en het gebrek aan vertrouwen tussen de publieke en private sector zijn andere grote uitdagingen voor buitenlandse investeerders. Ondanks de aantrekkingskracht moet de Spaanse markt nog steeds gemoderniseerd worden om te kunnen concurreren met andere bestemmingen.
