Bakgrunden \u00e4r den v\u00e4xande populariteten f\u00f6r digitala plattformar f\u00f6r att annonsera och boka turist- och s\u00e4songsboenden samt statens ambition att enhetligg\u00f6ra och kontrollera sektorn.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Fr\u00e5n och med den 1 juli 2025 g\u00e4ller ett Enhetligt digitalt hyresregister i Spanien \u2013 ett system f\u00f6r central insamling och utbyte av data. En av huvudnyheterna \u00e4r obligatorisk registrering av alla fastigheter som erbjuds f\u00f6r <a href=\"https:\/\/alegria-realestate.com\/sv\/service\/rent-out-property-in-spain\">turist- eller s\u00e4songsuthyrning<\/a>. Registret s\u00e4kerst\u00e4ller korrekt identifiering av objekten och underl\u00e4ttar tillsynen fr\u00e5n lokala och statliga myndigheter.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Digitala plattformar (Booking, Tripadvisor, Expedia, Airbnb, Vrbo\/HomeAway) m\u00e5ste regelbundet utbyta data med registret f\u00f6r att s\u00e4kerst\u00e4lla efterlevnad och uppt\u00e4cka \u00f6vertr\u00e4delser. Annonser f\u00e5r endast publiceras f\u00f6r objekt som har ett NRU-nummer (N\u00famero de Registro \u00danico), \u00e4ven om giltig turistlicens finns.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Vi skiljer mellan tv\u00e5 typer av korttidsuthyrning: s\u00e4songsuthyrning och turistuthyrning.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">S\u00e4songsuthyrning<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Viviendas de uso temporal \u2013 bost\u00e4der som inte \u00e4r avsedda f\u00f6r permanentboende utan f\u00f6r tillf\u00e4lliga behov (studenter, tillf\u00e4lliga\/s\u00e4songsarbetare, personer under v\u00e5rd m.m.) under 31 dagar till 9 m\u00e5nader.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Inga extra tillst\u00e5nd eller uppgifter kr\u00e4vs av autonoma regioner eller kommuner. Dessa objekt omfattas av <a href=\"https:\/\/www.boe.es\/buscar\/act.php?id=BOE-A-1994-26003\">lag 29\/1994 om urbana hyresavtal<\/a>.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Turistuthyrning<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Viviendas de uso tur\u00edstico \u2013 boenden f\u00f6r turistvistelser upp till 30 dagar, reglerade av specifika normer i autonoma regioner eller kommuner. Lokala myndigheter ansvarar f\u00f6r tillsyn och kan fastst\u00e4lla egna krav.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Obs: I Valenciaregionen r\u00e4knas uthyrning upp till 10 p\u00e5 varandra f\u00f6ljande dagar (n\u00e4tter) till samma hyresg\u00e4st som turistuthyrning; n\u00e4r bostaden \u00e4r registrerad som turistboende till\u00e5ts inga andra avtalstyper.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Viviendas de uso temporal: f\u00e5 NRU<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">F\u00f6r registrering kr\u00e4vs:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\">katasternummer och exakt adress,<\/li>\n<li style=\"font-weight: 400;\">om hela bostaden eller rum hyrs ut,<\/li>\n<li style=\"font-weight: 400;\">maximalt antal g\u00e4ster.<\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">NRU s\u00f6ks via <\/span><a href=\"https:\/\/sede.registradores.org\/sede\/sede-corpme-web\/home\"><span style=\"font-weight: 400;\">Colegio de Registradores<\/span><\/a><span style=\"font-weight: 400;\"> med e-certifikat. Ett tillf\u00e4lligt nummer tilldelas direkt och blir permanent efter kontroll. Numret ska anges i alla annonser.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Bostadsr\u00e4ttsf\u00f6reningens befogenheter (comunidad de propietarios)<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Sedan april 2025 m\u00e5ste ny s\u00e4songs- eller turistuthyrning godk\u00e4nnas av minst 60 % av \u00e4garna vid st\u00e4mma. Alla beslut om korttidsuthyrning (till\u00e5ta, begr\u00e4nsa, f\u00f6rbjuda) kr\u00e4ver 3\/5-majoritet (60 %) och motsvarande andelar.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">F\u00f6reningen kan ocks\u00e5 besluta om ett till\u00e4gg p\u00e5 upp till 20 % p\u00e5 avgiften f\u00f6r enheter som anv\u00e4nds f\u00f6r korttidsuthyrning.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Utg\u00e5ngspunkten \u00e4r att korttidsuthyrning \u00e4r f\u00f6rbjuden tills f\u00f6reningen godk\u00e4nner den med ovanst\u00e5ende majoritet. Licenser utf\u00e4rdade f\u00f6re 3 april 2025 g\u00e4ller fortsatt; vissa kommuner (s\u00e4rskilt Barcelona) har dock meddelat att befintliga licenser inte f\u00f6rnyas. F\u00f6lj lokala \u00e4ndringar f\u00f6r att undvika sanktioner.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Korttidsuthyrning och merv\u00e4rdesskatt (moms)<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Fr\u00e5n 1 juli 2028 blir <a href=\"https:\/\/alegria-realestate.com\/sv\/articles\/taxes-and-laws\/all-about-vat-in-spain-2\"><span style=\"font-weight: 400;\">moms<\/span><\/a> obligatorisk f\u00f6r alla former av turistisk korttidsuthyrning (\u2264 30 dagar), \u00e4ven utan hotelltypiska tj\u00e4nster.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Uthyrare beh\u00f6ver registrera sig som aut\u00f3nomo (egenf\u00f6retagare) f\u00f6r att deklarera moms och utf\u00e4rda fakturor, f\u00f6ra b\u00f6cker och lagra dokument i minst 4 \u00e5r.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Den f\u00f6rv\u00e4ntade skattesatsen \u00e4r 10 %, i linje med andra turisttj\u00e4nster.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Turistlicens i Spanien<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Ut\u00f6ver NRU kr\u00e4ver turistuthyrning en licens enligt reglerna i den region d\u00e4r bostaden ligger.
